Disaster Impact Assessment
In 2015, the Indiana Housing and Community Development Authority contracted with Atria to conduct an analysis of CDBG-DR investments and their impact on the communities devastated by the 2008 flood event. Atria assessed the initial housing damage within all impacted neighborhoods using the original FEMA Individual Assistance data, and then overlaid the state’s CDBG-DR investments by address to identify any areas that received limited recovery funding. Atria then developed an algorithm that measured neighborhoods in distress, identifying impacted communities that may require additional support to recover from the floods. Indiana used this information to prioritize remaining funds within low income, minority communities still struggling to recover.
