Unmet Needs Assessment, Tubbs Fire

Ms. Rothenberg conducted the unmet needs assessment for the City of Santa Rosa in 2018 to address the impacts of the Tubbs Fire to housing, businesses, and infrastructure. Working as a subcontractor to Hagerty Consulting, she conducted extensive data analysis of FEMA data, insurance information, CALFIRE damage estimates, and input from local stakeholders to estimate the costs of rebuilding post-disaster. From this analysis, she identified a substantial gap between the homes CALFIRE reported as damaged or destroyed and FEMA damage estimates. The report provided the city with an understanding of their recovery needs in advance of the State of California’s Action Plan for CDBG-DR programs.
