Atria Planning is focused on all aspects of housing and neighborhoods, and can help communities plan for change using data, community input, and financial and political realities.
Atria Planning LLC is a small, woman-owned business with thirty years of collective experience in housing and community development. We approach our work with a mind towards data-driven solutions that are financially realistic. This means coming up with recommendations that address identified needs in a manner that is fiscally responsible and in agreement with the vision and goals of the community. Our work doesn't just sit on a shelf - we empower clients with usable data and concrete plans that are explicit about who is responsible for what, where the funding will come from, and how long it will take to be implemented.

Key Staff
Rebecca Rothenberg
Principal
Ms. Rothenberg is an urban planner with a background in community revitalization, market analysis, needs assessments, and affordable housing policy and finance. She has authored and managed more than 30 housing and community development projects, working with States, counties, cities and neighborhoods to assess market conditions, analyze housing needs for all income groups, and strategize for new investments in housing and commercial development. She has also provided ongoing technical assistance to State and City departments for housing needs, market analysis, rent studies, policy development, and implementation. Ms. Rothenberg served as Housing Lead and Advisor to HCD for the Camp Fire CalOES Recovery Support Function in 2019 and served on Mayor Landrieu’s Housing Task Force for housing recovery Post-Katrina in New Orleans. She has a Master’s in Urban and Regional Planning from the University of Pennsylvania and a B.A. from the University of Minnesota.
Richard Poche
Associate, Spatialitics
Mr. Poché has over 20 years of GIS management experience and has refined his approach to data visualization and data management for public sector clients so that information is easily accessed, analyzed, and understood. This includes establishing streamlined data management using SQL and GIS tools, working with Tableau custom reporting sites, and incorporating algorithms into datasets to gauge information in a relative, comparative way. He has developed GIS maps and interactive toolkits for housing needs, demographic profiles, real estate portfolios, and site suitability for a variety of city, county, state, and private sector clients. He is a certified GIS Professional and a licensed Landscape Architect with a degree from Louisiana State University.
Adam Rosa
Associate, Collabo Planning
Adam Rosa, AICP is the Principal and Founder of COLLABO, a dynamic planning and urban design practice leading innovative and equitable neighborhood revitalization projects that generate positive results and improve the lives of local residents. Over his twenty-year career, Adam has focused on making a difference through serving people and places in need, while ensuring a positive community impact through local empowerment and implementation. He has had the opportunity to work with diverse communities across the country to develop lasting strategies that capture the culture, spirit and potential of the local place. Projects led by Adam have received numerous awards at the local, state and national levels. Adam has been honored as one of NextCity’s 40-under-40 Vanguard and has been inducted into Lambda Alpha International for his work in community planning and revitalization. Adam is a strong proponent for local improvements throughout Chicago and currently serves as the President of Hawthorne Neighbors, a neighborhood association in the Lakeview community.
Alexandra Stroud
Associate, Urban Focus
Sandi Stroud, is a real estate developer and consultant and has worked with multiple public and private agencies using both debt and equity products including NSP2, CDBG, LIHTC, HOME, Bond funds and vouchers. Ms. Stroud brings best practices, common sense and twenty plus years of experience working in the public and private sector in Washington DC, Northern Virginia, Maryland, Massachusetts, Georgia, Florida, New York, Michigan and the Gulf Coast Region.
As an experienced architect as well as real estate professional, Ms. Stroud is uniquely qualified to meld the spatial and financial criteria to a range of project types including mixed use, residential, retail, office and hotel to develop implementable project plans for both the public and the private sector. Her careful approach to project acquisition and predevelopment planning including early programming, team development and financially feasibility supports an efficient and well managed project throughout the process. In addition, her extensive understanding of the differing priorities between the public and the private sector allows her to leverage partnerships and assist public sector agencies with strategically leveraging their assets.
She is currently the Director of the Community Development Finance Certificate Program at the University of New Orleans, and holds a Master of Architecture degree from Tulane University and a Master of Science in Real Estate Development from the Massachusetts Institute of Technology.
