Market Analysis for Housing, Retail and Commercial Development

Atria was contracted by the City of Newport News, Virginia to assess market feasibility for housing, retail, office and industrial space within the Marshall-Ridley neighborhood. The city was in the midst of completing its proposed Transformation Plan for the HUD Choice Neighborhoods application and requested this information to help inform proposed projects within the neighborhood footprint. The analysis identified gaps in the regional market, including light industrial flex space and seafood markets, and emphasized its assets to build upon, including its economic ties to shipbuilding and commercial fisheries, waterfront areas, and connectivity to historic downtown. The final plan incorporated this information to propose a vibrant, mixed income community with walkable retail and job centers. Newport News was awarded a $30 million Choice Neighborhoods Implementation Grant in 2018.
